Assessment for learning should focus on:
conceptual understanding
Assessment for learning is formative assessment: it is carried out during teaching to find out where learners are, give them feedback and adjust instruction. NCF 2005, the idea of continuous and comprehensive evaluation and NEP 2020 all call for a shift from rote-based testing to assessment that checks real understanding.
Because its purpose is to improve learning rather than to rank or certify, assessment for learning should focus on the learner's conceptual understanding, revealing misconceptions so that the teacher can help the child build sound concepts.
Learning only for exams is what assessment of learning in a high-stakes system tends to produce, and it is exactly the narrow focus reforms try to move away from. Mechanical practice and recall and reproduction test memory and rote skills, not understanding, so they do not serve the formative purpose of assessment for learning.
