Understanding Pavement Types: Cement Grouted Roads
Road pavements are generally classified into different types based on their structural behavior under traffic loads. The main categories are flexible pavements, rigid pavements, and composite or semi-rigid pavements.
What are Different Pavement Types?
- Flexible Pavements: These pavements consist of a relatively thin wearing surface built over a base course and subbase course, which rests on the compacted subgrade. They distribute wheel loads through particle interlock and friction. The load is transferred from grain to grain through the granular structure. Examples include asphalt concrete roads.
- Rigid Pavements: These pavements are typically constructed with Portland cement concrete. They have high flexural strength, allowing them to bridge over localized areas of weakness in the subgrade. Load distribution is primarily due to the slab action of the concrete layer. Examples include concrete roads.
- Semi-Rigid Pavements: These pavements combine characteristics of both flexible and rigid pavements. They often consist of a base layer stabilized with a cementing agent (like cement or lime) and a flexible wearing course (like asphalt). The stabilized base provides some rigidity, while the asphalt layer offers flexibility and a smooth riding surface. These are sometimes referred to as composite pavements.
- Semi-Flexible Pavements: This term is sometimes used, often referring to pavements where a porous asphalt layer is filled with a cementitious grout. This structure behaves somewhat differently from standard flexible or rigid pavements.
Cement Grouted Roads Explained
A cement grouted road typically involves a granular base or a macadam layer where the voids are filled (grouted) with cement mortar or slurry. This process effectively binds the granular material together, creating a layer that is stiffer and stronger than a traditional flexible base course but generally less rigid than a full concrete slab used in rigid pavements.
This structure features a bound base layer (made semi-rigid by the cement grout) beneath a wearing course, which can be asphalt or even the grouted layer itself acting as the surface, sometimes topped with a thin seal coat.
Why a Cement Grouted Road is Semi-Rigid

They are a form of composite construction aiming to utilize the benefits of both material types.
