In a recent Notification, UPSC released the vacancies for recruitment of one Assistant Legislative Counsel (Bengali), Official Languages Wing, Legislative Department, Ministry of Law and Justice.

This is a Non-ministerial and a permanent post under General central Service of Group ‘A’ Gazetted. The duty of the Officer will be to prepare authenticated translation of Statutory Rules and Regulation, Central Statutes etc. in Bengali language and to give general assistance to Legislative Counsel (Official Languages Wing) and Joint Secretary. The post is suitable for the Physically Challenged Persons with following disability

  • Locomotory Disability
  • Orthopedically Handicapped
  • Person with  both legs affected but not arms (BL)
  • Cerebral Palsy
  • Blind (B) /Partially Blind (PB)
  • Person with  any One leg affected (OL)
  • Person with only  one Arm affected ( right or left) (OA)

Pay Scale

Rs. 15,600/- to 39,100/- (PB – 3) and Grade Pay of Rs. 5,400/- (T.E. Rs. 47,250/- Approx.)  Plus T.A. and HRA as admissible


  • Candidate should be maximum 40 years old for the post.
  • Should have hold of Master’s /Bachelor’s degree in the in Law (LLM/ LLB) from a University which is  established /incorporated / is under a Central Act along with 5/7 years experience respectively   as:
  1. A member of State Judicial Service
  2. The member  Legal Department of a State Government for
  3. An employ of the Central Government  in Legal Affairs
  4. A qualified legal practitioner  
  5. A  teacher of Law in a recognized Institution
  6.  Translator  into Bengali Language of statutory rules, statutes and orders in the Central Government or State Government
  7.  Drafting person of statutes in the Central Government or State Government.
  • Candidate should have passed Secondary School Examination or any other higher Examination from a recognized board or Institute or university through medium of Bengali Language /has studied Bengali as one of the subjects at Secondary School Examination level or any higher examination from a recognised board or Institute or university or any other foreign University approved by the Central Government.


Candidates with Bachelor’s degree from a recognized University with Bengali language as a subject or medium at the degree level and 5 years’ experience of legislative drafting in Bengali language in the Central or State Government are desired over others.

  • There is one seat available for this post which is reserved for UR category.
  • There is  a relaxation  of 5 years in the  upper age limit

of Ex-Servicemen and Commissioned Officers along withECOs/SSCOs , Central Government employees and thepersons who had temporarilybeen domiciled in the State of Jammu &Kashmirduring the period fromrangingfromJanuary 1, 1980 to December 31, 1989

  • Relaxation of 10 years in the upper age limit is of the Physically Handicapped (PH) candidates is allowed.
  • For the PH candidate with 40% disability and are under SC/ST Category, there is a relaxation 15 years and 13 years for OBC candidate in upper age limit.

Note: the maximum age of the applicant on the closing date shall not exceed 56 years.

  2. Upload the soft copies of all the important documents and certificates as a single pdf file not exceeding 2 MB.
  3. Pay the application fee
  4. Submit the form online.
  5. The candidate should take out a print out of the finally submitted Online Recruitment Application and submit the same to the Commission at the time of interview.

Documents Required

The candidates are required to upload the following set of documents and present the printouts of the same to the Commission at the time of interview:

  • Valid 10th Standard /equivalent certificate
  • Date of Birth  certificate/ School leaving certificate which shows the  Date of Birth-  in case DOB is not mentioned on the marks sheet
  • Marks sheet of  qualifying Degree of all the years
  • Degree certificate
  • In case of absence of Degree certificate, the provisional certificate along with mark sheets pertaining to all the academic years will be accepted.
  • Caste certificate
  • Experience letter- if required
  • Certificate/ Document in respect of Age relaxation
  •  Physically Handicapped certificate-if required
  • Documentary support for any other claim(s) made.
  • Candidate  who claims change in name after matriculation in  case of marriage , remarriage or divorce etc. the following documents shall be submitted:-

I) In case of marriage of a woman - Photocopy of an attested copy of marriage certificate issued by the Registrar of Marriage /Husband’s passport showing names of spouses /  an Affidavit from husband and wife along with a joint photograph duly sworn before the Oath Commissioner

ii) In case of re-marriage of a woman - Divorce Deed/Death certificate as the case may be in respect of first spouse, an attested copy of marriage certificate issued by the Registrar of Marriage / photocopy of present husband’s passport showing names of spouse /an Affidavit from the husband and wife along with joint photograph duly sworn before the Oath Commissioner

iii) In case of divorce of women - Affidavit duly sworn before the Oath Commissioner/ Certified copy of Divorce Decree and Deed Poll.

 Note:  In other cases of name change for both male and female - Affidavit duly sworn before the Oath Commissioner/ Deed Poll and paper cuttings of two leading daily newspaper in original (One daily newspaper should be of the area of applicants permanent and present address or nearby area) and Gazette Notification will be entertained.


  • Application fee: Rs. 25/- (Rupees Twenty five) only  through DD/ online banking
  • There is no application fee for PH/Women candidates

Selection Process

Candidates are selected for the said post on the basis of their performance in the interview.

The candidate is shortlisted for the process of interview on the basis of the information provided by him/her in the online application form.

The questions in the interview shall be based on the candidate’s academic background, work experience and the hold on the field.


  • Candidate should ensure that the information provided by him/her in the application form is true and has enough evidence to support that.
  • The commission holds all the rights to demand the self attested copies of documents/relevant certificates in support of the claims made by the candidate in the application any time.

If the details provided  in the form are incorrect, the candidature of the applicant is liable to be rejected .They may also be debarred either permanently or for some specified time only by the commission from any exam/ selection held by them and by the Central Government from any employment under them.
