UPSC (Union Public Service Commission), formerly known as the Federal Public Service Commission (1926), is India’s organized body which is authorized to conduct the Civil Services Examination, National Defense Academy Examination, Indian Forest Service Examination, Naval Academy Examination, Combined Medical Services Examination, Combined Defense Services Examination,  Engineering Services Examination, Indian Economic Service Examination,  Indian Statistical Service Examination, Combined Geoscientists and Geologist Examination, Special Class Railway Apprentice and Central Armed Police Forces (Assistant Commandant) Examination.  

The rights and privileges of the Union Public Service Commission are defined and granted by the Constitution of India. According to the Constitution of India, it is necessary for consulting the UPSC to regulate the rules for recruitment of all Group ‘A’ and Group ‘B’ posts in various Ministries/Departments of Government of India. 

Apart from conducting the exams for appointment to the services of Union and the recruitment through interviews, it is also the function of UPSC to oversee any Disciplinary cases relating to different Civil Services. They also have the right to directly advice the Indian Government, upon being referred to any specific matter by the President.

UPSC Recruitment 2017 Eligibility Criteria

Age Limit

  1. For the 3 posts allocated for the General Category, that is the Unreserved category, the age of the applicant must not exceed 30 years as on normal closing date.
  2. For the 2 posts allocated for the Other Backward Class (OBS), the age of the candidate must not exceed 33 years as on normal closing date.
  3. For a Central/ U.T Government Servant, the age is relaxed by up to 5 years as per the directions issued by the Government of India.
  4. Educational Qualification

The desired educational qualification that the candidate wishing to apply for the post of Junior Analyst Technical in UPSC is that of a Master’s Degree in Science or Master’s Degree in Mathematics or Master’s Degree in Statistics or Degree in Engineering or Technology from a recognized University or equivalent.

Since the Department does not possess the list of equivalent subjects (qualifications), the same will be treated as NIL.

However, if a candidate does not fulfill the required educational criteria but is otherwise well qualified, the final call is taken by the UPSC and the criteria can be relaxed and the reasons for the relaxation of the educational criteria should be recorded in writing for any further future reference.


In addition to the educational qualification, the candidate must be experienced (minimum 2 years) in scrutinizing and analyzing proposals or programmes related to the development of Science and Technology. Along with the analyzing, the candidate must be experienced in monitoring the implementation of the above-mentioned proposals or programmes from Central Government or State Government organizations or Research and Development organizations in Public and Private Sectors.

The post is that of a Junior Analyst (Technical) for the Department of Science and Technology under the Ministry of Science and Technology.  This qualifies as a Group ‘B’, non-ministerial job.

The main job as a Junior Analyst would be to provide assistance in implementation of the various programmes that come under the Department of Science and Technology and also to assist by making initial preliminary analysis and scrutinizing the proposals/ programmes or projects with an eye for detail.

The basic pay structure of the post of a Junior Analyst is as follows.

  • Pre-revised pay scale of INR 9,300-34,800/- (PB-2) plus INR 4,600/- as Grade Pay. The pay structure is as per the rules under the Level-7 of the pay matrix of the 7th Central Pay Commission (CPC).
  • Therefore, the total salary or emoluments at the time of initial appointment will be INR 44,900/- plus Dearness Allowance (D.A) per month.
  • The amount mentioned above is excluding the Travelling Allowance (T.A) and House Rent Allowance (H.R.A).
