Research Scholars across India including GATE, CSIR Net qualifiers will now get a stipend of INR 31,000 per month. The stipend for CSIR NET (JRF) was INR 25000 per month since 2014.  In 2014, the research stipend was raised by 56% whereas this year the increase is only 24%. The fellowship of Ph.D students and other research scholars enrolled in any area of Science and Technology, Physical and Chemical Sciences, Engineering, Mathematical Sciences, Agricultural Sciences, Life Sciences, Pharmacy, etc is announced by the Department of Science and Technology (DST) which is the nodal department for deciding emoluments and service guidelines for research fellowships in basic science stream.

CSIR NET, GATE, IIT, IIM Research Fellows to be Benefitted

Research Fellows who have qualified CSIR NET, GATE and other national level examination conducted by DST, DBT, DAE, DOS, DRDO, MHRD, ICAR, ICMR, IIT, IISc, IISEC etc will also be benefitted with the hike. This decision will be directly beneficial to more than 60,000 research scholars across the Country.

Revised Research Fellowship Salary

The DST Departments has revised the emoluments as mentioned below:

  1. Junior Research Fellows (JRF)/ Senior Research Fellows (SRF)

Junior Research Fellows (JRF) Post Graduate degree in basic Science OR Graduate Degree in professional course selected through-
  • GATE and CSIR-UGC NET including Lectureship
  • Exams such as DST, DBT, DOS, DRDO, MHRD, ICAR, ICMR, IIT, IISc, IISER etc.
INR 31000/- INR 25000/-
Senior Research Fellows (SRF) Qualification prescribed for JRF added with two years of research experience. INR 35000/- INR 28000/-

An external assessment of the Ph.D. enrolled student after completion of two years in research is mandatory to upgrade from JRF to SRF. Also, to continue the benefit of fellowship of SRF Annual Satisfactory Assessment is mandatory.

  1. Research Associate

The essential qualifications for RA are Ph.D./MD/MS/MDS or equivalent degree or 3 years of research, teaching and design and development experience after MVSc/M.Pharma/ME/M.Tech with at least one research paper in Science Citation Indexed (SCI) Journal.

There will be three pay slabs for Research Associates depending on the qualification and experience. Pay slabs are as follows:

Date of Effect: The revised emoluments will take effect from January 1, 2019.

Award of Up to 1 lakh for Publication/Patent

The government has planned to incentivize the research work done by the scholars hence announced an award of up to INR one lakh on successfully getting the work patented either domestically or internationally. The exact prize money will depend on the significance of the research which will be examined by the institution/ organization the fellow is associated with. The results of JRF/SRF/RA's research work is published preferably in standard refereed journals with the concurrence of the Fellow and his Supervisor/Advisor. The fellows must ensure that the name of the agency who funds the research is acknowledged in each publication. Candidates are also advised to check  eligibility criteria  before applying for the exam.

Obligations of JRF/SRF/RA:

a) The research fellows shall be governed by the disciplinary regulations of the host Institute where he/she is working.

b) The research scholars need to send a report of the research work done during the period of fellowship to the sponsoring agency.

Selection of Research Scholars

Selection for the award of fellowship shall be done either through exams such as CSIR UGC Net or GATE or through common competitive examinations of institutions and organizations or government departments and their authorized agencies such as DST, DBT, DOS, DRDO, MHRD, ICAR, ICMR, IIT, IISc, IISER, etc.  

Due to budgetary issues the Ministry/Department may consider fixing the number of fellowships. Central Government Departments/Agencies have to ensure that the guidelines are followed in regard to the remuneration and other benefits to the research personnel engaged in R&D projects funded by them.
